Oil and Gas Industry Email List: Six Steps to Verified Operator, Oilfield Services and Midstream Contacts

Publish date: Oct 28, 2026
The Census counts 4,213 US oil and gas extraction firms with employees, and 3,761 of them employ fewer than twenty people. An oil and gas industry email list has to reach those small operators, plus the service and pipeline companies around them. It needs a verified address for the person who buys, and the free registers do not hold one.
This guide builds the list in six steps: segment, company names, roles, price, verification and law. Spona data supplies the role counts: 29,700 US companies with 144,200 verified contacts.

Step 1: Choose your oil and gas email list segment
Three segments make up the list, and each buys differently. Operators drill and produce, and oilfield services companies drill, cement, frack and maintain wells for them. Midstream companies run the pipelines. Refining, petrochemicals and fuel retail are downstream, so this guide and Spona's counts leave them out.
| Segment | US code | UK code | US employer firms | UK enterprises | Examples of what they buy |
| Upstream operators | NAICS 211 | SIC 0610 (crude) and 0620 (gas) | 4,213 | 55 and 60 | Drilling, well services, equipment, chemicals, software, insurance |
| Oilfield services | NAICS 213111 (drilling) and 213112 (support) | SIC 0910 | 1,508 and 7,731 | 150 | Rigs, tools, trucks, protective gear, staffing, maintenance |
| Midstream | NAICS 486 | SIC 4950 (all pipeline transport) | 238 | 10 | Compressors, valves, inspection, monitoring, land services |
The US figures are Census SUSB employer firms by code. Keep them apart: a firm with sites in two codes appears under both. The UK figures are ONS enterprises registered for VAT or PAYE, rounded to the nearest five. SIC 4950 covers every pipeline, oil and gas or not.
Size decides who answers your email. Of the 4,213 extraction firms, 3,761 employ fewer than twenty people. That is 89%. At the other end, seventy-six firms with at least 500 staff employ 54% of the workforce.
Pipelines concentrate harder. Seventy of the 238 pipeline firms have at least five hundred staff. Together they employ 93% of that workforce.

Support activities is the largest code by jobs, with 190,758 employees. Even so, 81% of its firms have fewer than 20 staff. The UK splits the same way. Half of the 150 UK support-activity enterprises have four employees or fewer, and fifteen have 250 or more.
Vendor pages blur the segments. Thomson Data's oil and gas page lists "Irrigation Systems Manufacturers" among its list types. The infocleanse page sells "Petrochemical" and "Oil Refinery" lists on the same page. BookYourData's codes include SIC 2911, which is refining, so pick the segment first and ask which codes a vendor's count includes.
Headcount caps any count of current staff. The four codes together employ 373,347 people, yet ReachStream's page shows a USA figure of 898,048 without saying what it counts. A count that far above the workforce cannot be current staff in these four codes alone. Our TAM, SAM, SOM guide walks through the same Census tables for market sizing.
Step 2: Pull an oil and gas companies list from public registers
Regulators publish the company names for free. Four public files cover US and UK operators, and the first column of any oil and gas companies email list should come from them.
| Register | What it covers | What the page says |
| Texas RRC Organization Report (Form P-5) data set | "all the organizations involved in oil and gas activities in Texas that have filed an Organization Report (Form P-5) with the RRC" | "includes both active and inactive organizations"; monthly; "available from the Railroad Commission of Texas at free of charge" |
| Texas RRC Drilling Permit Master | "every application to drill for an oil or gas well in Texas since 1976", with lease name and location | Monthly; a separate daily file holds the current month and updates nightly |
| PHMSA pipeline annual reports | Operators of gas distribution, gas gathering, gas transmission, hazardous liquid, LNG and underground storage systems | "Data in the ZIP file is updated monthly and will change in response to supplemental reports from the operators." |
| NSTA offshore petroleum licences | UK offshore licences; a licence is "a geographically defined area for prospecting, exploration or extraction of petroleum resources" | Three datasets: licences, blocks and sub-areas |
The registers describe organizations, permits and licences, not buyers. The P-5 file lists Texas oil and gas organizations, active and inactive. PHMSA covers pipeline operators, and the NSTA data maps UK offshore licences.
A block's sub-areas can have "differing operators and beneficiaries", so check who operates each sub-area, not only who holds the licence. None of the four lists a verified buyer email.
Use the daily permit file for timing. A new permit often signals a planned well, a rig to hire and services to buy. An operator that filed one this week is the warmest row on your oil and gas companies email list.
EIA's well data shows how small most wells are. Its last count found 918,481 producing US wells, and 78% of them produce fifteen barrels of oil equivalent a day or less. EIA has stopped updating that report, so treat it as a last reading, not a live feed.
Turn the names into contacts in two moves: export and deduplicate the operator names, then enrich. Spona's enrichment of your own list is live: you upload the file and pay only for what Spona adds. Company data costs 3 credits; a verified email costs 5 credits, about four to five cents. A mobile number costs 35 credits, and our guide to building a lead list covers the dedupe and import steps.
Step 3: Build the oil and gas contact list by role
Three role families shape many purchases at an operator or a contractor. Operations decides what the field needs, and procurement signs the order. HSE, for health, safety and environment, often signs off on anything that touches a worker. NIOSH says this workforce "has a higher-than-average fatal occupational injury rate".
Spona counts all three by segment and size band. A company is one deduplicated entity, counted once at its headquarters, and it sits in one primary segment. A verified contact is a named person whose work email passed Spona's verification, with catch-all domains excluded.
| US segment | Size band | Companies | Verified contacts | Operations | Procurement | HSE |
| Upstream | 1 to 9 | 9,200 | 10,500 | 3,150 | 1,050 | 735 |
| Upstream | 10 to 49 | 2,600 | 12,200 | 4,148 | 1,586 | 1,220 |
| Upstream | 50 to 249 | 650 | 16,500 | 5,940 | 2,475 | 2,145 |
| Upstream | 250+ | 150 | 19,000 | 7,220 | 3,040 | 2,850 |
| Upstream | Total | 12,600 | 58,200 | 20,458 | 8,151 | 6,950 |
| Oilfield services | 1 to 9 | 11,200 | 13,600 | 4,080 | 1,360 | 952 |
| Oilfield services | 10 to 49 | 3,600 | 16,600 | 5,644 | 2,158 | 1,660 |
| Oilfield services | 50 to 249 | 840 | 19,800 | 7,128 | 2,970 | 2,574 |
| Oilfield services | 250+ | 160 | 21,600 | 8,208 | 3,456 | 3,240 |
| Oilfield services | Total | 15,800 | 71,600 | 25,060 | 9,944 | 8,426 |
| Midstream | 1 to 9 | 680 | 900 | 270 | 90 | 63 |
| Midstream | 10 to 49 | 390 | 2,000 | 680 | 260 | 200 |
| Midstream | 50 to 249 | 170 | 4,200 | 1,512 | 630 | 546 |
| Midstream | 250+ | 60 | 7,300 | 2,774 | 1,168 | 1,095 |
| Midstream | Total | 1,300 | 14,400 | 5,236 | 2,148 | 1,904 |
The three role families do not add up to the verified contacts; other roles fill the rest. Across the three US segments, Spona holds 29,700 companies and 144,200 verified contacts. Of those contacts, 50,754 are operations and 20,243 procurement. HSE accounts for 17,280.
The UK inventory is far smaller, and most of its contacts sit at the largest companies.
| UK segment | Companies | Verified contacts | Operations | Procurement | HSE |
| Upstream | 435 | 6,390 | 2,351 | 971 | 875 |
| Oilfield services | 1,285 | 9,720 | 3,492 | 1,418 | 1,240 |
| Midstream | 100 | 1,740 | 640 | 266 | 239 |
| Total | 1,820 | 17,850 | 6,483 | 2,655 | 2,354 |
In Spona's UK data, twenty upstream companies have 250 or more staff. They hold 4,100 of the segment's 6,390 verified contacts. Most of a UK list therefore sits at a few large companies, with many named people at each.
Vendors sell the same families without the denominators. LeadsCampaign groups titles as "Plant, Maintenance & HSE" and "Procurement & Supply Chain". The b2bleadnex page lists "HSE / Safety Manager" and "Procurement Manager" among its titles.
For who those people manage, the BLS counts 12,190 wellhead pumpers and 5,900 petroleum engineers in extraction. Our role-based email lists guide explains why a named person beats a shared mailbox.
Oil and gas executives email list: owners at small operators
At a small operator, one executive often covers operations, procurement and HSE. Spona holds 9,200 US upstream companies with one to nine staff and 10,500 verified contacts across them. That is about one contact per company. The same band in oilfield services has 11,200 companies and 13,600 contacts.
Compare the top band: the largest US upstream band, 150 companies, holds 19,000 verified contacts. That is more than 120 per company. An oil and gas executives email list of small operators reaches about one person per company, often the owner. A list of majors is a buying committee.
Owner addresses also pass verification less often than C-level, VP or manager addresses. These rows pool every industry Spona checked, so they describe owners in general, not oil and gas owners.
| Role family, all verticals | Addresses checked | Pass rate | Hard-bounce rate |
| Owner | 7,000 | 75.57% | 1.686% |
| C-level | 8,000 | 81.00% | 1.250% |
| VP or director | 10,000 | 79.00% | 1.380% |
| Manager | 11,000 | 76.73% | 1.655% |
The practical rule: verify owner addresses again before every send.
Step 4: Price 1,000 oil and gas email list contacts
Three vendors quote on request instead of printing a price. On infocleanse the button says "Get A Quote", and on Thomson Data "GET A QUOTE NOW". LeadsCampaign promises "Counts, pricing, and a sample file within one business day." Two vendors and Spona publish prices.
| Provider | Offer | Price | Per contact |
| BookYourData | US file, 340,919 records | $2,399 | 0.70 cents |
| BookYourData | US file, 100,000 records | $999 | 1 cent |
| BookYourData | UK file, 79,706 records | $799 | 1 cent |
| BookYourData | Custom list | "Starting at $99 for 250 leads" | 39.6 cents |
| BookYourData | BeSpoke build | "From $499 for a 1,000-record starter build" | 49.9 cents |
| ReachStream Prospect | Starter, 5,000 credits a month ("5,000 Verified Emails OR 500 Direct Dials") | $39 a month, $29 billed yearly | 0.78 cents an email |
| ReachStream Prospect | Business, 20,000 credits a month, 3 seats | $99 a month, $79 billed yearly | 0.5 cents an email |
| Spona | Bulk Search lead | 1 to 9 credits | $0.008 to $0.09 |
| Spona | Standard Search lead, email only | 3 to 7 credits | $0.024 to $0.07 |
| Spona | Standard Search lead, email and mobile | 35 to 55 credits | $0.28 to $0.55 |
| Spona | Deep Search lead, scored and enriched in real time | 60 to 200 credits | $0.48 to $2.00 |
Now price 1,000 contacts. At BookYourData's custom rate the list costs about $396, and the BeSpoke build starts at $499. ReachStream's Starter plan covers 1,000 emails inside one $39 month, with credits to spare. The file prices are per record, and a record is a row, not necessarily a verified person.
Spona charges per lead, in credits that cost $0.008 to $0.01 each. Every new search session costs a one-time 1,000 credits for the AI analysis and market mapping. That is $8 to $10.
A thousand email-only Standard Search leads then cost 3,000 to 7,000 credits. Add the session and the total is 4,000 to 8,000 credits. At plan rates that is $32 to $80.

With a mobile number on each lead the same thousand costs $288 to $560. On Deep Search it costs $488 to $2,010. The price per lead shows at checkout, and every search starts with a free sample. Our guide to building a B2B email list covers how to keep it from bouncing.
Step 5: Check oil and gas email database verification claims
Six oil and gas email database vendors on page one promise a percentage. None shows what it divided by.
| Vendor | Claim | Denominator shown |
| infocleanse | "95% email deliverability rate guaranteed." | No |
| ReachStream | "90% email deliverability" and "95% data accuracy" | No |
| Thomson Data | "95% Deliverability rate" | No |
| LeadsCampaign | "98% Verified" | No |
| BookYourData | "97%" | No |
| b2bleadnex | "100% accurate and authentic" | No |
Two of the six spell out a remedy. LeadsCampaign says "Hard bounces inside 30 days are replaced or credited, no negotiation." BookYourData returns bounced records "as free data credits". A remedy helps after the bounce. A denominator helps before you buy.
Spona publishes the funnel instead, from its email list cleaning benchmark.
| Stage | Oil and gas | All verticals |
| Addresses checked | 4,000 | 40,000 |
| Passed | 3,060 (76.50%) | 31,100 (77.75%) |
| Catch-all | 610 | 5,700 |
| Other rejected | 330 | 3,200 |
| Sent | 2,000 | 20,000 |
| Hard bounces | 33 (1.650%) | 305 (1.525%) |
Pass, catch-all and other rejected are shares of the unique addresses checked, and they do not overlap. The hard-bounce rate divides permanent failures by attempted sends to the verified subset, catch-all excluded. Oil and gas is in line with the all-vertical rate. Thirty-three bounces on 2,000 sends is a small sample, so read the decimals loosely.
A 95% deliverability claim and a 76.50% pass rate can both be true. A pass rate counts every candidate address, including the 610 on catch-all domains that a mailbox check cannot confirm. A deliverability claim usually counts sends that did not bounce, after the vendor dropped what it could not confirm. Ask any vendor for three numbers: addresses checked, addresses passed and sends that bounced.
Where the addresses come from matters as much. The infocleanse page cites "USPS and Census data". The b2bleadnex page lists "tradeshows, yellow pages, international surveys, government records, and subscription records". BookYourData names "oil and gas associations, corporate directories, and department-level org data".
Census tables count firms without naming them, and postal files hold street addresses, not mailboxes. The email still has to be found and checked.
Step 6: Make your oil and gas email list legal to send
Both countries let you email a business contact you have never met. The conditions sit on the message, and in the UK on the legal form of the recipient.
| Question | US, under CAN-SPAM | UK, under PECR |
| Can I email a business contact without consent? | Yes. The FTC says "the law makes no exception for business-to-business email", so every rule below applies | Yes for a corporate body. The ICO says "you can email or text any corporate body": a company, Scottish partnership, LLP or government body |
| Who counts as an individual? | Nobody; the Act covers all commercial email | "Sole traders and some partnerships are treated as individuals". You need consent, or the soft opt-in: a similar product bought from you, with an opt-out at collection and in every message |
| What must each email carry? | Honest headers and subject line, an ad notice, a "valid physical postal address" and an opt-out | Your identity, undisguised, and "a valid contact address so they can opt out or unsubscribe" |
| How fast must I honor an opt-out? | "within 10 business days" | Every message must offer one; the ICO guidance is "under review" after the Data (Use and Access) Act |
| What does a violation cost? | Penalties of up to $53,088 per email | ICO enforcement |
A one-truck well-service contractor in the UK may be a sole trader. Check the legal form before you send, because the trading name may not show it.
For contacts in the EU, Spona's own legal line on bought lists applies: "Buying a B2B list does not grant permission to email it; establish a lawful basis for personal data processing, meet transparency and objection duties, and follow the recipient country's electronic marketing rules, including prior consent where required."
Buying the list buys the names, not the right to send. Our guide on whether to buy an email list covers the rules country by country. LeadsCampaign, a vendor, says the same: "Purchasing contact data does not transfer compliance responsibility away from the business using it."
Oil and gas email list from Spona: strengths, gaps and one result
Spona builds the list per search instead of selling a file. You describe the buyer in a chat, for example "oilfield services companies in Texas with 10 to 49 employees, procurement contacts". The AI mines 40+ sources, verifies every lead and returns a scored list in about 4 minutes. You pay per lead, and every search starts with a free sample.
Where it is strong:
- Counts by segment, size band and role. 29,700 US and 1,820 UK companies, with operations, procurement and HSE contacts counted separately.
- Per-lead pricing. A thousand email-only leads cost $32 to $80 with the session. BookYourData's custom list and BeSpoke build start at about $396 and $499.
- Enrichment of a register export. Bring the P-5 or PHMSA operator names and pay 5 credits for each verified email added.
- New matching leads every week at the same price per lead, plus a blacklist to exclude current customers.
- Signal filters on Pro and above: funding, hiring, technology, first-seen and new-location, combined with the profile. HubSpot is the only native CRM integration, and the API works on Expert.
Where it falls short:
- Four countries counted. US, UK, Germany and France. No count for Canada, Norway or any other producing region.
- Three segments counted. No refining, petrochemical or fuel retail counts.
- Small operators are thin. 9,200 US upstream companies in the smallest band carry 10,500 verified contacts. That is about one contact per company.
- No register feed. Spona does not pull the RRC, PHMSA or NSTA files or alert you to a permit. You export the names and upload them.
- Catch-all addresses are excluded. 610 of 4,000 oil and gas addresses sat on catch-all domains. A company behind one may return no verified lead.
- Bulk files cost less per row. A BookYourData file record costs 0.70 cents; a Standard Search lead starts at $0.024. Vendors also sell postal mailing lists, and Spona lists none.
- Signal Search as its own search type is announced, not live.
One customer result, anonymized. A US energy supplier with 250 staff bought 1,000 operations, procurement and HSE contacts and worked them by phone. Over the four weeks before the purchase, its reps reached the intended person on 6.0% of dials. Over the four weeks after, the rate was 9.5%.
That is 35 more connects per 1,000 dials. It is one customer and a phone metric, and the change is descriptive, not proof that the list caused it.
The free plan carries 3,000 one-time credits. After the session cost, that buys a few hundred email-only leads, and the pricing page shows the credit value by plan.

Oil and gas industry email list FAQ
Do registers list oil and gas companies with email addresses?
They name organizations, not verified buyer emails. The Texas RRC P-5 file names every organization that filed an organization report in Texas. PHMSA covers pipeline operators, and the NSTA data maps UK offshore licences. For a verified buyer email, enrich the names with Spona or buy a vendor file, then verify before you send.
Is buying an oil and gas email list legal?
Yes in the US and the UK, but the purchase gives you no right to send. CAN-SPAM applies to every commercial email and carries a penalty of up to $53,088 per message. PECR lets you email corporate bodies but treats sole traders as individuals. Our guide on buying an email list covers the EU rules too.
How do I find oil and gas company email addresses?
Start with the company list from the registers, then find the person by role and verify the address. Spona's Targeted Search, a Chrome extension, looks up one contact at a time for 13 credits an email. Our guide to finding a business email address compares the free and paid methods.
Can I guess oil and gas emails from the format?
You can guess the pattern, but at many companies you cannot confirm the mailbox. In Spona's oil and gas checks, 610 of 4,000 addresses sat on catch-all domains. Such a domain accepts every address, whether or not the person exists. A guessed address on such a domain passes a basic check and may still reach nobody, so treat catch-all results as unconfirmed.
Oil and gas industry mailing list or email list?
A mailing list is often postal. Thomson Data sells its oil and gas file as "USPS-verified and CASS-certified", and infocleanse promises "USPS and CASS certified data". Both describe street addresses, not mailboxes. An email list adds a named person and a verified work email, so ask which one a vendor's count describes.
How often should oil and gas contact data be reviewed?
Before every send. ReachStream says it "updates every 45 days", and Thomson Data does "Quarterly cleaning". The b2bleadnex file is "Refreshed Every 90 Days", and BookYourData checks each record "against the mailbox at the moment of download". A pass today may not hold for a quarter, so run a verifier again before each campaign.
