CFO Email List and Other C-Suite Lists: CEO, CIO, CMO and HR Without the Junk

Publish date: Oct 19, 2026
There were 89 CFO departures in the S&P 500 in 2025, according to Russell Reynolds Associates. That is close to 18% of the index in one year. Each departure put the wrong name on every CFO email list that was not refreshed. The other kinds of junk in a role list are addresses no verifier can confirm, shared inboxes such as finance@ and people whose title contains "CFO" but who report to one. This guide covers what a CFO, CEO, CIO, CMO, CRO, CTO or HR email list should contain, how many verified contacts Spona holds for each role in the US, UK, Germany and France, how to build or buy a list that holds up, and what the law requires before you send.

What a role-based email list is, and what it is not
A role-based email list is a list of named people chosen by job role, with a work email for each: every CFO at US software companies with 50 to 500 employees, for example. Teams buy or build one when the role decides the purchase. Finance software goes to the CFO, security tools to the CIO, a recruiting platform to the head of HR.
The term has a second meaning in email deliverability. A role-based address is a shared mailbox such as info@, sales@ or support@, names that RFC 2142 standardized in 1997. Email verifiers treat those addresses as risky: ZeroBounce files role-based emails under "do-not-mail". A good role-based email list holds people, not role-based addresses.
Lists come in two forms. A pre-built list is a file that a vendor sells to every buyer, usually one role across one country. A custom list starts from your ideal customer profile (ICP) and adds the roles you sell to; our guide to building a B2B email list covers that process.
What a CFO email list should contain
A usable CFO email list, or chief financial officer email list, needs fewer fields than vendors advertise and more proof behind each one.
| Field | Why it matters | Junk sign |
| Name and exact title | Shows the person holds the role now, in their own words | Only a generic label such as "Finance executive" |
| Seniority and function | Separates the CFO from the finance team | "CFO" matched anywhere in the title |
| Company, website and headcount | Lets you check ICP fit and that the email domain matches the company | Email domain differs from the company website |
| Email status | Valid, catch-all and unknown need different handling | One "verified" flag on every record |
| Date last checked | Shows how old the verification is | No date at all |
| Source | Tells you where the title and email came from | "Proprietary sources" and nothing more |
| Country | Decides which email law applies | A region such as "Europe" |
Phone numbers, LinkedIn URLs and revenue bands help with calls and research, but they do not make a record sendable. Ask any vendor for 50 sample records with these fields before you pay. If the sample has no check dates or marks catch-all addresses as valid, the full CFO mailing list will too.
CEO, CIO, CMO, CRO, CTO and HR email lists: who belongs on each
Each role list breaks in its own way, so settle these differences before you buy or build one.
CEO email list
A CEO email list is the largest role list, because almost every company has someone in charge, though the title changes with company type and country (see the title map below). Most companies on a CEO list have no CFO, CIO or CMO on record (see the Spona counts below), so for small companies the CEO list is the decision-maker list. CEOs move too: Challenger, Gray & Christmas counted 2,032 CEO exits at US companies in 2025, 111 of them at hospitals, so a hospital CEO email list needs refreshing like any other.
CIO, CTO and IT decision makers email lists
The CIO usually runs a company's internal IT; the CTO runs product technology at software companies and technology strategy elsewhere. Many companies have one and not the other, so an IT decision makers email list works better when it targets the function: CIO, CTO, CISO, VP or director of IT and head of infrastructure, filtered by company size. Expect a short CIO or CTO email list, as the counts below show.
CMO email list
Only 40% of Fortune 500 marketing leaders hold the plain title chief marketing officer, according to Spencer Stuart. Another 16% combine marketing with a second function in their title, 33% have marketing in the title without "chief" (SVP of marketing, for example) and 11% have no "marketing" in their title at all, with words such as commercial, growth, customer or brand instead. A CMO email list that matches the CMO title alone misses most of them. A third of the Fortune 500 had no C-suite marketing leader, and the average Fortune 500 CMO had been in the role 4.3 years.
CRO email list
On an email list, CRO has three common meanings: chief revenue officer in software and services, chief risk officer in banking and insurance, and contract research organization in pharmaceuticals. Ahrefs files the search "cro email list" under a clinical research parent topic, so many people searching it want the third. Decide which CRO you need and exclude the others by industry; a chief revenue officer list that keeps banks in it fills up with risk officers.
HR email list
An HR email list for B2B outreach covers the people who buy HR software and services: the chief human resources officer (CHRO), the VP or director of HR, the head of people and, at large companies, the heads of talent acquisition, payroll and benefits. Two kinds of junk dominate. Most free HR email lists that rank on Google are made for job seekers (one Kaggle file promises "150+ HR professionals looking for you"), so they lead to recruiters, not to the people who buy HR software. Paid lists can be broad: Bookyourdata advertises 2,181,793 HR contacts "from specialist to CHRO", so an HR directors email list has to be filtered by seniority first.
How big is a CFO email list? Spona counts by role and country
The table shows Spona's counts for seven role groups: companies covered and verified contacts, by company headquarters.
| Role group | US | UK | Germany | France |
| CFO | 480,000 / 500,000 | 85,000 / 90,000 | 65,000 / 70,000 | 55,000 / 60,000 |
| CEO | 1,800,000 / 1,900,000 | 450,000 / 470,000 | 260,000 / 275,000 | 220,000 / 230,000 |
| CIO | 100,000 / 110,000 | 20,000 / 22,000 | 18,000 / 20,000 | 15,000 / 17,000 |
| CMO | 160,000 / 175,000 | 35,000 / 38,000 | 22,000 / 24,000 | 20,000 / 22,000 |
| CRO | 60,000 / 65,000 | 15,000 / 16,000 | 8,000 / 9,000 | 7,000 / 8,000 |
| CTO | 240,000 / 260,000 | 55,000 / 60,000 | 40,000 / 44,000 | 35,000 / 38,000 |
| HR leaders | 650,000 / 950,000 | 145,000 / 210,000 | 110,000 / 170,000 | 95,000 / 140,000 |
Each cell shows companies / verified contacts, rounded. Groups can overlap, for example when one person holds two roles, and HR leaders is a wider group than the single C-suite roles. The chart below shows the CFO, CEO, CIO and CMO groups.
Three patterns help you judge any role list, ours included:
- About one contact per company. Every C-suite group holds between 1.04 and 1.14 verified contacts per company, in every country; HR leaders, the wider group, holds about 1.5. A CFO list that offers three or four contacts per company has added people who are not the CFO.
- CIO lists are small. In the US, the CIO group covers 100,000 companies, against 1.8 million for the CEO group: about 1 in 18. The other 17 have no CIO on record, so an IT pitch there needs another contact, often the CEO.
- The UK is the largest of the three European markets. Its groups are bigger than the German and French ones for every role.
Vendor pages ranking for this keyword advertise CFO lists from 118,814 US contacts to more than 600,000 across 30+ markets, and their definitions differ: one "CFO email list" also covers CEOs, COOs and CIOs. Ask any vendor, Spona included, which titles a role group contains (and, for CRO, which meaning) before you compare totals.

Where a CFO email list goes wrong
Junk in a role list comes in three kinds, and the third needs two checks, title and seniority.
Stale titles: the CFO who left last year
Russell Reynolds counted 89 CFO departures in the S&P 500 and 21 in the FTSE 100 in 2025. In Korn Ferry's analysis of the 1,000 largest US companies, the average CEO had been in the job 6.9 years, the CFO 4.7, the CIO 4.6, the CHRO 3.7 and the CMO 3.5. Email data decays with them: ZeroBounce estimates that at least 23% of an email list goes bad within a year, based on more than 11 billion addresses it checked.
A departure costs you twice: the record points to someone who no longer holds the job, often at an address that no longer works, and the new CFO is not on your list. Verify every address right before a send and recheck titles at least once a quarter.
Catch-all and role addresses on a CFO email list
A catch-all domain accepts mail for any address, so a verifier cannot tell whether a given person's mailbox exists without sending to it. More than 9% of the addresses ZeroBounce checked were catch-all, and ZeroBounce notes that non-existent catch-all addresses end up bouncing. Keep catch-all records in their own segment, send to them in small batches after the valid ones, and drop any that bounce.
Role addresses are the other leak. Finance@, it@ and hr@ reach a shared inbox, not the decision maker, so they do not belong on a role list at all. France's CNIL treats generic addresses such as info@ as company addresses outside its rules for emailing individuals; that makes them easier to email, not more useful.
Wrong person, wrong seniority in a CFO email list
Keyword matching on titles produces the third kind of junk. In an Ahrefs check, the first organic US Google result for "cfo email list", right below the AI Overview, sold a list of chief facility officers. Hunter's free CFO list page, which shows 50 CFOs and updates daily, included a "Manager - CFO Controls Office" when we checked: the title contains CFO, but the person works for one. Broad definitions do the same at scale, as with the HR list sold "from specialist to CHRO".
Seniority also depends on company size. In Spona's US data, the CEO group covers 1.8 million companies and the CFO group 480,000, so at many smaller companies there is no CFO to email and the finance decision sits with the CEO. At large companies the CFO approves, while a controller or VP of finance often runs the evaluation and belongs on the list too. Decide the target role for each company size band before you build the list.

How to build a CFO email list that works
- Start with the companies. Set industry, headcount band, country and any technology or hiring signal, then add the role. A role without an ICP returns every CFO in the country, most of whom will never buy. Our guide on how to build a lead list covers the ICP step.
- Map titles by country and company size. Use the title map below, so a German Geschäftsführer or a French DAF is not dropped for lacking an English title, and set the role per size band as described above.
- Find and verify each address. Use an email finder or a data platform (we compared the best email finder tools), verify right before the first send and keep valid, catch-all and unknown results apart. Our guide to B2B data validation explains each check.
- Remove before you add. Suppress current customers, open deals, people who opted out and role addresses, and merge duplicates where one person holds two roles.
- Send a test batch first. Email 100 to 200 contacts, check bounces and replies, then send the rest. Gmail asks senders to keep spam complaints below 0.1% and never reach 0.3%, and since May 5, 2025, Outlook.com has rejected mail that fails SPF, DKIM or DMARC checks from domains sending over 5,000 messages a day. Both rules cover personal inboxes, not company mail, but make a good target.
CFO, CEO, CIO, CMO and HR email list titles by country
| Role | US | UK | Germany | France |
| CFO | Chief Financial Officer, VP Finance | Finance Director, CFO | Finanzvorstand (AG), Kaufmännischer Geschäftsführer, Leiter Finanzen | Directeur administratif et financier (DAF), Directeur financier |
| CEO | CEO, President, Founder, Owner | Managing Director, CEO | Geschäftsführer (GmbH), Vorstandsvorsitzender (AG) | Président, Directeur général, PDG, Gérant |
| CIO and CTO | CIO, CTO, VP of IT | IT Director, Head of IT | IT-Leiter, CIO | DSI, Directeur informatique |
| CMO | CMO, VP Marketing | Marketing Director | Marketingleiter, Leiter Marketing | Directeur marketing |
| HR | CHRO, VP HR, Head of People | HR Director, People Director | Personalleiter, Leiter Personal | DRH |
Search for the local titles and keep the English ones too: an international company in Germany or France may use either. Include feminine forms (Geschäftsführerin, Directrice financière).
Buy or build a CFO email list: what each route costs
There are three ways to get a CFO email list, and each puts the work in a different place.
| Route | Example prices | What you still do |
| Buy a pre-built file | UpLead: $6,999 one-time for its nationwide US CFO file, $399 for a 910-contact starter file | Check titles and seniority, verify again before later sends, honor opt-outs |
| Build it yourself | Sales Navigator Core $119.99 a month per seat (no emails); Hunter Starter $49 a month for 2,000 credits, 1 credit per email found; ZeroBounce $39 for 2,000 verifications | Search, match titles, find and verify every address |
| Pay per lead | Spona: qualified leads $0.32 to $4, bulk leads $0.01 to $0.09, plus 1,000 credits ($8 to $10) per new ICP; free sample leads | Check the sample against your title map |
Prices come from each vendor's own page, except Spona's per-lead ranges, confirmed by Spona: UpLead, LinkedIn Sales Navigator, Hunter, ZeroBounce and Spona.
A pre-built file is fast and cheap per contact, but every other buyer gets the same file, and a check at export only proves an address worked that day. Building the list yourself gives you control of the title definition at the cost of research time, and LinkedIn's User Agreement bans scraping profiles with bots, crawlers or browser plugins. Spona's rule: "Use LinkedIn information only through authorized means consistent with applicable law and LinkedIn's terms, without unauthorized scraping, automated extraction or bypassing access restrictions." Paying per lead sits in between: you see a sample and the per-lead price for your ICP, then buy the volume you need. For the wider trade-offs, read our guide on whether to buy an email list or build one.
Is it legal to email a CFO email list? US, UK, Germany and France
Owning a list and being allowed to email it are different things. For European lists, Spona's rule is: "Buying a B2B list does not grant permission to email it; establish a lawful basis for personal data processing, meet transparency and objection duties, and follow the recipient country's electronic marketing rules, including prior consent where required." The four markets in this guide differ like this (a summary, not legal advice):
- United States. CAN-SPAM allows cold B2B email on an opt-out basis, and "the law makes no exception for business-to-business email". Each message needs honest headers and subject lines, a clear ad disclosure, your postal address and a working opt-out; opt-outs must be honored within 10 business days, and each violating email can cost up to $53,088. California's privacy law also covers business contacts if your company meets one of its thresholds: its B2B exemption expired on December 31, 2022.
- United Kingdom. PECR's email consent rule does not apply to companies, LLPs and government bodies, so you can email their employees without consent if you identify yourself and give a valid opt-out address, but sole traders and some partnerships count as individuals. UK GDPR still applies to a named person's details: tell them you hold their data and have a lawful basis.
- Germany. Section 7 of the UWG treats advertising email sent without the recipient's prior express consent as an unreasonable nuisance, with no B2B exception; the only carve-out covers existing customers and similar products.
- France. The CNIL allows B2B email on legitimate interest when the message relates to the person's job (its example is software offered to a company's IT director), as long as the person was told and can object at any time. Guessing addresses from a name and the company's email pattern is allowed only under conditions.
In the EU and UK, GDPR adds two duties to any bought list: tell each person who you are, why you hold their data and where you got it, at the latest in your first email and never more than a month after you got it (Article 14), and stop as soon as they object (Article 21). No list is "CAN-SPAM compliant" on its own, whatever a vendor page says: the law covers the messages you send. Check the rules for each country on your list before the first send, with counsel if the list is large.

Where Spona fits for role-based email lists, and where it does not
Spona builds custom role-based email lists instead of selling a pre-built file. You describe the companies and roles in a chat (say, CFOs and finance directors at German manufacturers with 200 to 1,000 employees), Spona's AI mines 40+ sources, verifies each lead and returns a list of qualified leads, with free samples, per-lead pricing and a market size estimate. Spona's public figures are 400M+ contact reach, 95% lead accuracy, 90% less research time and leads in about four minutes.
Where Spona fits:
- ICP plus role, across countries. One target profile can span the US, UK, Germany and France, where the titles differ.
- Testing a segment first. You see a sample and the cost before you commit; qualified leads cost $0.32 to $4 each and bulk leads $0.01 to $0.09.
- Keeping existing accounts out. The Premium plan adds whitelist and blacklist settings and real-time CRM sync, which help keep current customers and opted-out contacts off new lists.
Where it does not:
- A one-off national file. If you want every CFO in one country for a single campaign, a pre-built file is the simpler purchase.
- A team already set up on Sales Navigator and an email finder. A third tool may not pay for itself.
- Proof by role. Spona has not measured bounce or verification rates per role, so test a sample before a large send, as you would with any vendor.
- A named CRM connector. The plans list real-time CRM sync and API access but name no native connectors, so confirm yours before you plan an automated flow.

CFO email list FAQ
Are CEO email addresses public information?
Some are published on company websites, but public does not mean free to use. In the EU and UK, a named executive's work email is personal data, so GDPR applies even when the address was published. In the US, CAN-SPAM governs the emails, and California's privacy law covers California residents' business contact data.
How can I find a list of CEO email addresses?
Build it from your ICP: list the target companies, take each CEO's name from the company website or LinkedIn, then find and verify the address with an email finder, or use a data platform that does all three. Skip downloadable CEO lists of unknown age; Challenger counted 2,032 US CEO exits in 2025 alone.
How can I verify a CEO's email address?
Run it through an email verifier, which asks the company's mail server whether the mailbox exists without sending a message. "Valid" means the mailbox exists; "catch-all" means the server accepts every address, so only a real send will tell you. Verify again before every campaign.
How do I contact a CEO directly by email?
Write to the CEO's own work address, not info@ or a contact form, keep the message to a few sentences about a problem at their company, and include an opt-out. For wording, see our B2B cold email templates.
Where can I find an HR email list?
For B2B outreach, build or buy a list of named HR decision makers: CHRO, VP or director of HR, head of people. Free HR email lists in LinkedIn posts and Kaggle files are made for job seekers and lead to recruiters, not to the people who buy HR software.
Is there a free CFO email list?
Free samples exist; a free complete list does not. Hunter's CFO page shows 50 names with masked emails and its free plan gives 50 credits a month, and Spona offers free sample leads.
Can I buy a hospital CFO or CIO email list?
Yes, under the country rules above. Spona's rule for healthcare contacts: "Use professional healthcare contact details only for an appropriate business purpose with a documented lawful basis, required transparency and applicable outreach permissions, and exclude patient records and information about an individual's health." Hospital leaders change jobs too: Challenger counted 111 hospital CEO exits in 2025.
How often should a CFO email list be updated?
Verify addresses before every send and recheck titles at least once a quarter. ZeroBounce recommends cleaning a list at least quarterly, and monthly if it grows fast.
